- Explain how the very proposal of this amendment is creating uncertainty. What will occur next school year? How can we formulate academic and financial plans when the fabric of how IESPs are implemented is being jeopardized? How can I ensure that the children under my care will receive the services they need and integrate them into their educational plan if I don’t know if and when services will be available?
- Implementation of IESPs is already far too slow, especially in certain areas like NYC, which is experiencing significant backlog. Removing the key enforcement mechanism for providing services will only make a bad situation worse.
- If this amendment is being proposed to solve certain issues in the provision of services, this is not the way. The proposal of this amendment itself is causing harm, let alone if made law. An immediate hold on the proposal process of the amendment is kindly requested while the state examines other avenues to improve how special education in NY is provided and implemented.
