Dear Article 47 School Leaders,
The following only applies to Article 47 programs:
The first five-year renewal of Comprehensive Background Checks (CBC) for childcare staff and volunteers will expire later this year. The federally mandated CBC process was initiated on September 25, 2019; clearances that were processed at that time will expire beginning September 25, 2024. This means all staff reaching the five-year expiration need to undergo a new CBC, including re-fingerprinting, submission of a new Statewide Central Register Database check and other relevant forms.
To determine when the CBC for your staff will expire, you will need to review the fingerprint date. The fingerprint date is used to determine the date of clearance.
We recommend that you begin to gather the clearances and fingerprint dates for all of your staff and volunteers fingerprinted from September 25, 2019 to December 31, 2019. This will help to ensure that reprinting and submission of the Online Form for Background Checks and required documents can be completed before the CBC expires. Staff may continue working while undergoing the CBC process to update their record, but if their clearance has expired and they have not submitted a new request, the program will receive a violation.
Fingerprinting is available at IdentoGO Centers, which are located throughout the five boroughs as well as outside of NYC. The Department of Investigation (DOI) is no longer offering fingerprint processing.
To make an IdentoGO fingerprinting appointment, visit https://uenroll.identogo.com/.
For non-DOE contracted programs, enter the Service Code 157XX3. DOE will provide staff of DOE contracted programs their service code directly.
You must use this Service Code for the results to be transmitted to the NYC Department of Health and Mental Hygiene (DOHMH), and to avoid having to be re-printed at additional cost.
If you are a DOE-contracted program and have questions about fingerprinting, please email [email protected].

Please contact your DOHMH borough office or email [email protected] if you have additional questions.
