MSA/CAP Shortfall

Dear NYS Principals and Administrators, 

  

We received notice this morning, see here, that the New York State Education Department is starting to release MSA/CAP funds for the 2022-23 school year. We anticipated a shortfall, as insufficient funds were allocated for it in the 2023-24 budget enacted last May; however, we were successful in having the allocation increased significantly in the 2024-25 budget to $241 million, which should be sufficient to cover the shortfall. 

  

We anticipated that, as in previous years, SED would use the increased allocation to cover the shortfall in last year’s budget; however, we were informed today that it is not currently possible. Therefore, SED will be distributing 95% of the reimbursement in the coming days. We are disappointed and perplexed by this, and we are working aggressively with the Education Department and the Governor ‘s office to resolve this issue and ensure that the remaining funds are released as soon as possible.
