
Dear NYS Principals and Administrators,
As you may have heard, the appropriation for the FY2022 Nonprofit Security Grant Program (NSGP) has passed and has been increased from $180 million to $250 million due to the advocacy of Agudath Israel and our coalition partners.
Please see our previous memo here for important information from NYS Division of Homeland Security and Emergency Services (DHSES) regarding the upcoming grant.
One update that was sent out after that memo: A current and valid DUNS number has traditionally been a requirement for organizations applying to the NSGP, however, FEMA has indicated that obtaining a Unique Entity Identifier (UEI) will likely be a requirement this year. See the guide here for assistance on obtaining a UEI Number for your organization.
Please note the following important additional points (Thank you to the JCRC Community Security Initiative and The Jewish Federations of North America (JFNA) for much of this information):
- The application will have condensed deadlines to complete, review and submit applications, so please prepare now.
- While details have not been finalized, we anticipate that:
- The maximum grant may be increased to as much as $200,000.
- Multi-site applicants will be allowed up to 3 requests dependent upon the physical address of each site.
- The Investment Justification (IJ) J will consist of a simpler PDF format with drop-down menus (including for Approved Equipment List), fewer narratives, and fewer questions.
- The IJ scoring will continue to include bonus points for first-time recipients.
- Given the brevity of time, it is imperative you prepare a Vulnerability Assessment. The JCRC Community Security Initiative provides free assessments for Jewish organizations located in New York City, Long Island and Westchester. Click here for more information. In addition, the Secure Community Network (SCN) has developed a Threat, Vulnerability & Risk Assessment (TVRA) Tool expressly designed to assist those organizations that do not have a security director, or reasonable access to one, in order to have a security assessment performed on their facility. - It is also imperative to draft IJ answers before the grant is released.
