Senate passes voucher bill, House committee delays implementation —

Tennessee continued its march this week towards creating a school voucher program. On Monday, the Senate voted 23-9 (with one member not voting) in favor of the bill. A companion bill moving through the House passed out of the Government Operations Committee after a contentious hearing. Unfortunately, the bill was amended despite the objection of the bill’s sponsor. The amendment would delay the effective date until 2016. The amendment was adopted even after the Department of Education testified that it was prepared to launch the program for the upcoming school year. The bill now heads to the Finance, Ways and Means Committee.
