
Dear NYC Principals and Administrators,
As you may be aware, we and our coalition partners have been working with the NYC Department of Education (NYCDOE) for many months to come to an arrangement to utilize CARES funds to pay for General Studies teachers. We are happy to announce that this process is almost complete. You will now be able to have the teachers of your choice employed by a DOE approved TPP (Third Party Provider) and teaching in your school. We strongly urge schools to begin the process on their end so that the teachers that they intend to enroll with the TPP will be prepared when the program is officially open. As such, we recommend that you reach out to approved TPPs now to begin the process of enrolling your teachers in the Personnel Eligibility Tracking System (PETS). Please keep in mind that the PETS and TPP enrollment process may be lengthy so schools should start as soon as possible.
You can contact your current Title I vendor, or, alternatively, you can choose from any of the following approved NYC vendors to provide this service (in alphabetical order):

Please note these important points:
- You should have received an email with your CARES allocation from [email protected]. Many schools received a second-round allocation based on Title I eligible student population.
- A significant percentage (probably 20-40%) of the CARES funds will be allocated to cover the administrative cost of the DOE and the TPP. For example, if you have $100,000 of CARES funds available, you may only be able to cover $60-80,000 of salaries.
- Since the teachers will not be employed by the school, they may be ineligible to participate in school benefit programs. If this is relevant to you, please discuss the benefits arrangement with your TPP.
- Teachers may be subject to oversight from the TPP, which may vary from your internal oversight and evaluation processes.
- Be sure to discuss employment prerequisites and conditions with the TPP.
- You will not be able to cover these teacher’s salaries with MSA or MST funds. Please consider carefully which teachers should participate in this program to maximize your funding.
