Dear NYS Principals and Administrators,
With the summer season upon us, we’ve been asked about Employment Certificate (commonly known as “working paper”) requirements for students who wish to be employed during the summer.
A few quick rules:
- With few exceptions, minors under 14 may not legally be employed.
- Minors ages 14-17 must obtain working papers to submit to employers prior to working and be returned to the minor when the working period concludes. Failure of an employer to have working papers on file at the work site for minors employed may require termination of employment and/or the issuance of fines.
- Nonpublic high schools may issue working papers to students attending their school after receiving a completed application which can be found here.
- Working papers may be purchased from vendors listed here.
